High participation of young people in education and low income inequality contribute significantly to equal opportunities to participate in society and the labour market. However, participation of adults in education and training and of the unemployed in active labour market policies is low. Despite social transfers, a large proportion of households and vulnerable groups are exposed to poverty, social exclusion and housing deprivation. For many years, the ageing population has contributed to the unsustainability of the pension system and the backlog in the development of home care services. The biggest challenges are the long waiting times and the lack of medical staff.
